It's the ROMs that are illegal, simply because they are distributed copies of software that you didn't purchase a license for. 2) Yes, only for your own use though. Like a few said before, it's part of the fair use policy. The reason for this is because you purchased a license for the game. That's really all buying a game is, That's why PSP can use digital games. 3) Technically no, but there's no problem with it. There's a lot of confusion about this one. Basically Since you didn't buy a license to THAT downloaded game, it's not legal, But since you do own a License to that physical game, then it doesn't pose a problem. So it's all technical.
